iPhone 5 iOS 9 X SIM Evo Ultra V4.4 – Issues, No Service.

I have an iPhone 5 with iOS version 9.0.2 ( Locked to Bell Canada )

I have a sim card for Rogers Canada

I purchased the X-SIM EVO Ultra V4.4 iPhone 4S/5/5C/5S/6/6S – iOS 9.2*

I select carrier as > CA Bell > I5G > iOS6.0-9.x(2G/3G SIM Card)

The phone reads " Setup OK! Restart your iPhone now! X-SIM EVO Ultra V4.4 For 4S/5G/5C/5S/6G/6+/6S/6S+ " Cancel / Accept

I press Accept, menu disappears, I turn off phone, then on

No Service.
