WorldWide iPhone 5s unlocked but can’t activate

On 2016/05/06 I’ve got message "Your unlock code for your mobile phone IMEI : 3586850535***** has successfully been calculated. Unlock code: Unlocked" but I still can’t use it beacause always get message "Activation error". Before I order your service I can use this phone with R-Sim or without sim card, in 2 months using period restored few times and activated again using R-Sim because I Don’t have originall carrier sim card. now I totally can’t activate it using WiFi (like described in your instructions) or restoring with iTunes like your employee advice me yesterday. I can’t activate it with normal sim card and now even using R-Sim too. So I can’t use it even like iPad. iCloud and find my phone not activated. So what is wrong with your service? any help please…
